The Bangladesh Rural Development Board (BRDB) has been working tirelessly for the socio-economic development of the rural poor since independence. In terms of experience and scope of work, BRDB is the single largest government organization in rural development and poverty alleviation. The Integrated Rural Development Program (IRDP) was adopted in the sixties with the aim of implementing the widely acclaimed ‘Comilla Model’. Evaluating the success, contribution, and importance of IRDDP in rural development, BRDB was established as a government institution in 1972 through an ordinance.

The main objective of IRDP was to modernize agriculture, increase production and achieve food self-sufficiency by organizing rural, medium, small, and marginal farmers under cooperative societies. Later in 1975 special projects/activities were launched for the development of women. In the early eighties, poverty alleviation projects/programs were undertaken with an emphasis on employment generation, income generation, and improvement of socio-economic living standards of the rural poor.

At present, BRDB is making efforts for integrated rural development by organizing the small and resourceless poor in rural areas under cooperative societies and informal parties in line with the rural development policy and strategy of the government.

In the late nineteenth century, the then British government introduced the cooperative system in the form of public welfare programs for the rural population. The aim was to save the poor peasants of the village from economic ruin and to free them from the burden of usurious loan interest. At that time land was the only asset to get a loan from moneylenders. As a result, indebted small and marginal farmers were deprived of access to land and were forced to make a living through manual labor.

Considering the plight of the farmers of the Indian subcontinent, in 1795, the then Collector of Madras, Nicholson, sent a written proposal to the then British Government to set up a Grameen Bank or Lending and Savings Society based on cooperatives. This system of creating credit flow for rural farmers was severely damaged by the partition of India in 1947. Especially since the Central Cooperative Bank is headquartered in Calcutta in the eastern part of undivided India, it is part of India. As a result, the farmers of then East Pakistan were severely affected. To overcome this situation a provincial bank (now known as Bangladesh Cooperative Bank) was established in then East Pakistan. But the focus of all measures of this system was only to ensure the flow of agricultural credit. As a result, there was no time for rural farmers to consider other aspects of their standard of living.

Researchers began working to find a multi-sectoral solution to the problem of rural small and marginal farmers in the country. Based on the results of all these studies in the early sixties. The then Pakistan Academy for Rural Development (now BARD) was established in Comilla under the leadership of Akhtar Hamid Khan. Dr. Khan in his research proposed an integrated model for rural development and started piloting through the then BARD which is known as the ‘Comilla Model’ in rural development. The ‘vision’ of the Comilla model was that as long as the villages could not create leadership among themselves, there would be no urge for change from within the rural society. To that end, one of the underlying visions of the Comilla model was to create leadership at the village level. This has been made possible by the formation of village-based cooperative societies which are universally accepted today. The four parts of the Comilla model are-

Rural Works Program
Thana Irrigation Program and
Two-tier cooperative structure.
Piloting was done in 20 police stations of Comilla district and 3 police stations outside the district for rural development till 1980. After the independence of Bangladesh through the war of liberation in 1971, the Comilla model two-tier cooperative structure was taken up as a rural development program at the national level with the aim of building a war-torn country. From then on, the journey of the Integrated Rural Development Program (IRDP) started.
